Its almost harder to have everyone die for the suicide mission.

You have to do NO ship upgrades, No loyalty missions and pick the wrong person for each job.

EDIT: Maybe I am confused as to your question. If you have an in-game death in the suicide mission, then yes you of course can retry.

But you can succeed in the suicide mission and have Shepard and everyone except Joker die. That death is final and you will not be able to import that game into ME3.

I have read that there are instances where non-loyal members can survive, but it is usually by pure chance when that will happen and they absolutely cant be assigned to do anything critical. They more or less have to just be left alone.
