You can calibrate a TV yourself. Try DVE or the Ratatouille Blu-Ray.

in the ps3 settings..should it be on pan & scan or letterbox?

Definitely sounds like a calibration problem and cartoons/animation are not a good way of judging PQ unless you've calibrated your LCD to a regular movie first.
