Consider this; Since it's clear Scream is starting to release Warner titles on Blu-ray (It's Alive, Of Unknown Origin), should Shout! release the entire "banned" cartoon library since Warner can't?

It would make more sense for a third party like Kino to release it. Considering they have been releasing the DePatie/Freleng Collections.

Warner Bros

I seem to recall that Warner Bros never completely wrote off the idea of the censored 11 appearing in a limited edition they just aren't going to put any effort into pursuing the matter.

Films I would like to see on Blu Ray (In no particular order) : The Phantom Lady (1944) Local Hero (1983) The 7 Faces of Dr Lao (1964) Martin (1977) Straight To Hell (1980) Escape From Sobibor (1987) The Phantom Tollbooth (1970) The Amazing Mr. Blunden (1972)

Tom & Jerry is too high profile for a sub license. Id prefer a WAC release myself.

Why can't they?

Just the "social uproar" it won't cause or some kind of actual legal restraint?

Do you mean Warner Bros. don't want to seen giving away one of their properties or that they fear the "social backlash" of finding a way to release while trying to avoid the uproar?

Volume Two was released in 2013 - can we assume there will be no Volume Three?

How many actual cartoons would the Golden Collection have consisted of? The first two sets are all Hanna-Barbera aren't they? A third volume would surely have finish that era of the cartoons?

All these questions are literally answered on the Wikipedia page for this.
