I DON'T WANT GLOW IN THE DARK PAINT !!!!!

It is a horrible colour... like spunk mixed with a touch of piss!!!

On top of that, it also loses it's ability to hold light, and discolours even worse over time.

Will, at least they seemed to respond in a positive light rather than flat out shut you down. Thing is, they own the character images etc so even though it's a fan made mock up, that shouldn't legally be an issue in them using such a design

No, they can certainly give input. After all, they are selling it and artwork on steelbooks can have a big influence on whether or not you purchase it sometimes, so i think they definitely can pass it along to get considered.

Only can hope though, it is as good

In order:

#1. The retailers do all of the work to design the artwork for the case. Probably through outsourcing to graphics design companies as opposed to in-house employees.
#2. The retailers submit the design to the distribution studio for approval.
#3. The studios either sign off on all aspects of the final design or reject it. Or they just reject it because they don't want a steelbook case released for whatever reason.
#4. If the design is approved by the studio, the retailer submits the order to Scanavo for the cases.
#5. Scanavo gives a projected date for completion.
#6. If the retailer is satisfied with said date, the retailer orders the appropriate discs from the studio and has them shipped to Scanavo.
#7. Scanavo creates the cases, loads the discs, seals the packages, and ships the final product out to the retailer.

In almost all cases (pun intended), the studio has nothing to do with the steelbook process aside from approving or denying artwork and/or permission for the case to be made period. The retailer pays for everything. Of course, there are a few exceptions, which is probably why Best Buy US gets an empty steelbook case once in a while. Best Buy just doesn't want to fork out extra for the manufacturing of the cases.

This is what I managed on Paint (obviously with full credit to SnollyGoster747's awesome 'proper' version). I'd only mess up the rounded corners so I didn't try those.
