There are a few things according to Jerry Beck:

-Coming to both Blu-ray and DVD
-Will include the Complete A. Flea (An Itch In Time and A Horsefly Fleas)
-We know it will include Wabbit Twouble
-But the biggest news of all is that for the first time since it's original theatrical release, Hare-Um Scare-Um will have it's complete ending!!!

Sounds like the Platinum Vols. will take care of handling the six-titles-or-less characters, and the seven or more, like Pepe LePew or Yosemite Sam, get their own collections.

Not sure if you're saying that the various ownership of the previously-divided library has contributed to the noise and dust? While legal ownership of many of the cartoons did change hands a number of times, the original negatives were always in WB's possession. The others got dupes. The "noise and dust" were photographed along with the cels and backgrounds; it isn't due to negative dirt/damage.
