At that budget I'd say he should start looking used and consider older non-HDMI avr's. Maybe something with analog inputs so he could still get hd sound. $300 won't go too far if you want to go the separates route. I'd check audiogon and Craigslist for potential bargains.

+1 on Craigslist!

I got a Onkyo HT-S5400 system, complete, in box, for $200 like 6 months ago... It's served me VERY WELL, and the Onkyo receiver is a great base for upgrading beyond the included speakers.
My growing collection:
#1 - Juno (2/29/12) :: #100 - Easy A (4/7/12)
#200 - Simpsons Movie (4/27/12) :: #300 - North by Northwest (5/28/12)
#400 - The Corpse Bride (11/02/12) :: #500 - A Bug's Life (1/3/13)

Onkyo seems like a great starter set and your price range. Onkyo also sells the receiver unlike most HTIB, so your buddy can always trade up speakers in the future if he pleases.

On Amazon, the 5.1 channel set is $249.

The 7.1 is $349, but I would proceed with caution there since it has gotten more mixed reviews.
