CGI was used with the Gus burned off face, but I can't recall any other uses of CGI, so the special effect budget is close to nil. I can't imagine the local area charging that much, as I'm sure they apreciate the exposure and extra revenue for local businesses.
So where is all that money going?
Correction, they spend a ton on special effects and CGI. You just don't notice it, which is the intended purpose. In the official Insider Podcast for Season 5's opening episode, the director said there were I think over 50 special effects used. They said they challenge you to try and pick out even one. So even though not all of them are as advanced and in depth as the Gus Fring one, they are constantly using every available resource to make the show as realistic as possible... and it works.

I imagine the sets also cost a ton of money, especially the labs.

That doesn't sound right. I could've sworn when VG was talking about the CGI used in the Gus scene, that it was one of the few times they did use it.
I can't even think of any CGI used in the first 2 seasons.
In any event, I'm not disputing it, just find it hard to believe that this show costs that much.
As for the set designs, like I mentioned, most of the interiors have been used since the beginning, and the lab is kaput. So again, where the heck is all this money going for S5? I'd love to see cost breakdown, season by season.

Any word on the DNR applied to Season 4 and if Sony has ever addressed it? If Season 5 is the same way, I'll only pay 20 bucks or so, since it's a shoddy product.

JordanWalkert is right with his statement about the CG. The original source is VG himself, so there really shouldn't be any doubt about it.

I hope this is $19.99 but it will probably be $24.99

BB had season 4 last year for $24.99 and it was double episodes but the MSRP is the same as season 4 set as the season 5 set...so who knows. I doubt they would go up to $29.99. I'm guess still 24.99 again.
Breaking Bad reportedly costs $3 million per episode to produce, higher than the average cost for a basic cable program.
