How does the item not as described case work? I ordered a steelbook and the seller didn't have it mentioned anywhere that it was a bilingual case. Another listing of his said bilingual cover, but it was not a steelbook, so the seller knows it's something people care about.

Give the seller the opportunity to correct the problem. If he doesn't THEN open a case.

Go to your eBay order history, more actions, contact seller. Use the first option which is a general question to the seller. Give him/her the opportunity to remedy the problem. If they refuse then use the same procedure above and select "I received an item that wasn't as described".
Proceed from there.

It may have been an honest omission on his/her part. Opening up a "Not as described" case really hurts a sellers metrics with eBay. Even if they then correct the problem they still get stuck with that on their record for a full year.

Yup, eBay's "defects" policy blows now, and nearly every customer inquiry post-transaction can result in one even if it's amicably resolved. I have 100% but a bunch of defects, all due to questions filed in the wrong box. Most are "item not received" defects when there was some USPS related delay, packages were all delivered but a few days late or sitting at the customers' local PO just waiting to be picked up because they weren't home. Those defects still linger on and on.
