From what I remember (I saw it on TV years ago), the new material involves a bunch of new characters planning an art heist at an LA museum, who explain that the sniper is actually a diversion they have arranged to distract the cops. The whole art theft plot, which runs parallel to the main plot, was shot just for TV, with a different cast.

It's been over-sharpened. Turning down the sharpness in your TV will make it much more viewable.
