In defense of Guardians of the Galaxy, the film was tasked with opening up the MCU to the actual universe. It's the first film in the MCU that actually starts tying the little things together that will have a huge impact in Phase 3. Ronan seemed like he was supposed to be an example of how badly things could get if the wrong person possessed all of the infinity gems. The character of Ronan seemed like a cautionary tale. Of course, we will see this come to fruition once Thanos gets them. Also, Ronan didn't have an entire previous moment to develop Loki like The Avengers did with the first Thor movie.
