Did you even pay attention to the movie?

Quora and the rest of the ISOs were artificial life forms spontaneously created by the Grid.

But there's no way to create physical forms unless they have cyborg or android manufacturing plants they can tap into.

But who am I kidding? These are not the greatest screenplays to begin with.

Matter to energy, vice-versa and all that.

[Show spoiler]You could always argue that Flynn's sacrifice allowed Quora's exit to the real world by taking his place. Although Clu2's invasion plan hinged on energy from the Grid being transformed directly into matter without depending on a reserve of matter.

My guess is the two worlds will be combined in some fashion during the film. So the Tron computer world will come into the Real World. Flynn spoke about Quorra as a solution to all of the real world's problems. "A digital frontier to reshape the human condition." In our world, she can change everything. How that is going to happen, will be part of what this film will be about. Also, Flynn Lives seems to be a focus of the Teaser on the Blu-ray for Tron 3, which indicates that Kevin Flynn might be rescued and not dead. Finally, "Dillinger [David Warner] was a really important part of the first ['TRON'] and felt like an easy way to continue that storyline and thread to have his son (Cillian Murphy) in ['TRON: Legacy']. That way you have people ask those questions of what the Dillinger legacy is in the world of TRON. We didn’t want to ignore it completely and it leaves a really nice springboard for some intertwining development for the next film."

Trust me with all those elements coming together, its going to be one hell of a ride, in the real world or the computer world.
