Default Yes you can use sandpaper on carts

I was at the store and a customer brought in a nes game that was freezing up. I took out the wad of sandpaper and rubbed on the inside. The look on the customers face was priceless. They thought Id ruined the game. I had to explain that you have to use a very fine grit (1200) sandpaper and don't over sand it. Clean it with rubbing alcohol and wipe dry. Perfect. Guess what? Game worked. With carts, 99% of the time its dirty contacts.

Now if you use sandpaper on a cd, you may ruin it.

Blowing inside does nothing but make you feel better.

Interesting. I normally just use isopropyl alcohol, and have been able to get the pins clean on every single game I have save one. Contra Hard Corps was pretty corroded, so I took Brasso to it. It did the job, but also seems to have taken some of the gold layer off the pins, so I'm not sure what the long-term ramifications might be.

The corrosion is the big problem. Its eating away the metal on the contacts. Ive had to walk away from buying certain games cause it was a lost cause. I use the alcohol to keep them clean and take off any dirt and residue. The sandpaper is for the dull and worn contacts. Ive had people use steel wool but I think the sandpaper is easier to work with.

The gold tone of the pins isn't that important, what you need a a good clean contact point from cart to game. If you ever sand, just be sure not to overdue it and start stripping the circuit board.
