Hard to say, I think it varies from movie to movie. For example, in the case of Midnight Run, the British studio Second Sight couldn't get the unmolested master from Universal because it was apparently unavailable. They were forced to use the master provided to them by Universal which was an absolute DNR MASSACRE! But the studio behind the recent German release of Midnight Run somehow managed to track down the unmolested master with acceptable picture quality. Here is the difference between the first release of Tremors compared to the Attack Pack:

And those who mentioned the HDDVD, there is virtually no difference between it and the first blu ray:

Thank you so much for your precious insight. Hopefully, they originally scanned TREMORS 1 at 2K, at least...

So they're actually different transfers? The review of the Attack Pack on this site just refers you to the original single disc review, as if it were exactly the same disc.

That's because the differences, while present, are largely negligible. The film looks MARGINALLY better, and by that I mean that if you have no interest in the sequels there's no reason to pay for the film twice (unless Tremors is your absolute favorite film or something). Overall, it still looks like an upscaled DVD master from the late '90s with tampering to "upgrade" it to modern standards, and it's faithful in that regard.
I would continue this battle of wits with you but I can see that you're unarmed.
