I think there's some misunderstanding of what "distribution" means. Warner can't just grab any of the 600 titles they licensed and throw them on Blu-ray. Paramount still has the film elements and has to prepare them for release before Warner can author the discs and sell them.

Look at MGM for example. The reason so many titles are coming out is because they've made a lot of HD masters they are willing to have 3rd party labels distribute. But whether an MGM title comes from Kino, Olive, Shout Factory, Twilight Time or Criterion the preparation is done by MGM (with the possible exception of Criterion).

Great point. It never ceases to amaze me how people will applaud Kino or Twilight Time for a "great job" on a certain MGM release. Beyond the packaging the entire content of the disc is due to whatever master MGM produced. Some are better than others, and none have anything to do with the label who's releasing it (beyond Criterion occasionally doing their own scan)

Though, in the case of Warner, it seems to me that Warner has actually produced some of the transfers of the Paramount titles they released -- like THE GREAT GATSBY. That looks like a Warner encode (correct me if I'm wrong though).

For catalog BD releases after 2013: Paramount provides the masters and supplementary material, if any. Warner handles encoding, menu creation, and package design.

For new to home video releases: Paramount does everything and distributes the film first. After a period, Warner takes over for selected titles and repackages as needed.

Catalog releases prior to 2013 are repackaged by Warner, there are some cases of new to Blu titles where Paramount has already produced the disc. But Paramount sat on it so Warner is just taking care of packaging.

Warner does not make the call. They replicate and distribute what Paramount wants them to release. It is Paramount who is dragging their feet.
