Exactly, the first time constructing the Death Star, the majority of the time could have been spent developing and/or perfecting the technology required for the Death Star's weaponry. Once the Empire had that down, it was probably smooth sailing from there.

Similar to henry fords production line. Once you know what you need and what works and doesnt work it will cut production time way down.
