Buying a Kindle. Is there a website to rent ebooks or buy them for subscription price

Hey guys,
So I am buying a Kindle for my dad for Christmas.

I did find that a library in my area has ebooks available for rental which I shall get but I was wondering if there is a site with a lot of ebooks where you pay a yearly subscripton fee or something?

I want to make sure my dad has a good selection of books and he goes through books pretty quickly and I know he would not really care to own the books

I am in PA and tried to get a library card from NY Public Library but they would not let me.

Are there any other libraries with good ebook selections as many of them will let you buy an out-of-state subscription
