There are new and extended scenes.
As far as the release date, the Square Enix event is next week and they have this on their list of things to highlight so I am confident that they will give a date.

Judging from square I would say march in japan, late summer us but they could do a unified release.
If I were in marketing I would release it to help push Crisis Core in the US.
