Yes, it looks like that review was off on a couple important points, if your BDInfo scan is anything to go by.

When material is 720i or 720p, BDInfo displays it as such. Here it is saying 480i, which is, effectively, NTSC DVD resolution. Troma did encode it in AVC, and they did use a higher bitrate than DVD allows for, so it's tempting to think that something was set incorrectly during the mastering process.

The review also seems to be incorrect in mentioning "DTS-HD Stereo", as the Troma BD seems to include their standard Dolby Digital audio, here in 2.0 at 192 kbps.

In other words, Troma have produced what is literally a glorified DVD.
