Except on iTunes they did offer an upgrade fee when they went from copy protected 128kbps tracks to unprotected 256kbps tracks ('iTunes+'). I think it was 30 pence per track in the UK?

Apple will want to do something similar with HD to 4K but it will be up to the studios whether they agree to it.
