VFX is all about its place in the movie - ie context. The VFX in Blade Runner can easily be made right now. In fact, you can even make it even more complex - look at the Star Wars Ep 2-3. In fact, even Akira has some scenes looking like the cityscape - an homage on an adaptation of a Japanese culture.

I think the reason why the VFX in Blade Runner works is because of the score and what the sequence means - a sense of wonderment.

Jurassic Park's VFX works because it showcases the beauty of nature and also its ferocity.

In that sense, I also feel that the VFX in LOTR is also amazing and timeless. Different scenes in the different movies mean different things in the trilogy.
