I recently listened to the German DVD Audio commentary where director Steve Barron explains that he intentionally used a super 8 camera to shoot the scenes from Splinter's past to give it a flahsbacky and gritty look and also to save money as this first movie was very low budget. Honestly love the blu ray release of all three TMNT 90s movies!
