Some people in the past thought this is with Disney home releases but I found Black Panther cinema release suffers the exact same audio issues.

I also thought Disney is doing this intentionally with DTS-HD MA 7.1 tracks so that when UHD releases with Atmos appear, they would sound better and be an incentive to double dip but no, Disney Atmos tracks suffer also.

I have known the issue for years and traced it back to Thor: The Dark World with a low volume and dull audio mix. Until Iron Man 3, audio tracks were fine but after that, hell broke loose.
