Will it play on my standard PS4 (not a 4K bluray player) like a regular bluray, and the 4k transfer will play on a 4k player?

Or

Do I have to own a 4k player regardless and it isn't possible to play the film regardless?
It means the negative was scanned at 4K resolution and downsampled to 1080p. So it's still a regular Blu-ray, but the resulting quality is higher than if it were scanned at a lower resolution.
