For DVD, I would leave it atleast at low, high on some bad DVD transfers. All it will do is smooth out the picture and hide marcro blocking among other things such as bad jaggies and the misquito effect.

However, for Blu-ray, I would turn OFF the noise reduction. It takes away from Picture Quality. But yeah most diff give it a shot for DVDs, I think you would be happy.

Note: I would turn off the Noise reduction on your TV and turn the one on is the PS3 including Misquito Noise as well. I think letting the player doing the noise reduction is slightly better than letting your TV alter the image.
