Without an Internet connection? Yes, I can say unlocking with a credit card, and reporting back your activity can't happen without an Internet connection. And there is no support for an Internet connection in BD until Profile 2.0 (BD-Live).

HD DVD has the mandatory Internet connection and interactive support to allow for this.
