What you have to remember is normally, cross platform gaming is made for the lowest common denominator. So, most games will be made on the easiest platform, then ported over with minimal changes.
From what I have read, this is one of the problems with cross platform games on the PS3. Some believe that it would actually be easier to make a game on for the Cell and and port it over to the 360's triple core processor. The way the Cell thinks is not the same a regular or three regular (triple core) processer thinks. It would be easier to make the game first on the cell, then make minor changes to work on the 360. I guess it is harder to go the other way around. Another problem we have is Disc size. Lowest common disc size is the DVD9 at 8.7gb. So for a game to be optimized on the PS3, it could be made to better opperate with the cell, or even use more disc space on the Blu-Ray.
