What's the best retro Sonic game?

I decided to count Mania because it's in the STYLE of Retro Sonic and set right after Sonic 3, same with Sonic 4 despite the 3D graphics.

For me, it's Sonic 3. It had the best levels, gameplay and music until Sonic & Knuckles (which ironically came out later that same year), though I prefer Sonic 2's special stages.
