Technically the Enterprise wasn't supposed to be at Khitomer. Chang's role was supposed to be "done" and if he had followed his officer's advice following Kirk's escape he wouldn't have been there either.
But when you think about it, why the Klingon disguise unless he wanted to be seen? A human murdering the Federation President made little to no sense.
