I have no idea what it is but It appears this is what the op wants those, and perhaps there not really 7.1 but in fact 5.1 masquerading as 7.1.

Yes, thank you, that is exactly why I'm wanting to use it. It's sending 7.1 pcm to my receiver on these games and thus making my options on which sound dsp I use very limited and making the matrix modes unuseable. I need it to send the correct 5.1 on these 5.1 and 2.0 games so that I can use my receivers matrixing modes such as THX select2 games mode. This will give me better surround evelopment and put my 7.1 system to better use.
It's very dumb that the PS3 is doing this. Reason I never noticed until now is I didn't play games much for like the last 6 months to to a year and I just the other day picked up some titles that were on sale and I've been gaming again. Sure it's not a huge deal but will be a major pain in the @ss doing the switching back and forth all the time though. Surely they can issue firmware to fix it. Who knows though, it has been like this since launch I guess and they haven't fixed it.
