I don't get the Heath reference at all because he most likely wouldn't have been in the next Batman movie even if he didn't die. The 3rd Batman movie was about Bane and not the Joker.

Yet people are still asking for F&F, they still make big money, so where's the issue? Who cares if it was the "perfect sendoff" for Paul? Wasn't Endgame the "perfect sendoff" for Iron Man? But they still keep making Marvel films. And Marvel is on like the 40th movie in that franchise, so I see no issue with 10 F&F movies.
Hollywood isn't "out" of new ideas. With China being the #1 market now and advertising costs quadrupled, it takes much more revenue to break even and make a profit. So they have to make films they at least guarantee box office. No one goes to see the original films that do get released, then complain there are no original films. So blanket, uninformed statements like "they are struggling" and they are making "movies nobody asked for" is pretty uninformed and silly in itself, if you know the business and what they are dealing with.
But you are intent on bashing one yet using the same logistics to defend the exact same thing for other franchises, so there is no argument here. Pick a side and stick with it.
