In order for the HD-DVD format to offer as good of picture and sound quality as the BLU-RAY format then the HD-DVD camp needs to change their specs in the area of maximum bit rate. The HD-DVD format only has a maximum bit rate of 30.24 Mbit/s for combined Video and Audio compared to 48 Mbit/s for the BLU-RAY format. If the HD-DVD format were to change the format specs and come out with new players that supported 48 Mbit/s per second or higher for combined Video and Audio then the quality of the HD-DVD format would match the BLU-RAY format on both picture and sound quality.
It is nice to see that the HD-DVD format is planning on coming out with a 3 layer disc that is more then 45GB but 51GB.

The reality is the BLU-RAY format not only offers better picture and sound quality on select titles because of its higher bit rate but also has more capacity compared to the HD-DVD format. Every layer of a BLU-RAY disc is currently 25GB which is 10GB more compared to existing HD-DVD discs. So even if a 51GB 3 layer HD-DVD one day appears on store shelves then the BLU-RAY camp can release a 75GB 3 layer or 100GB 4 layer disc. A 200GB multilayer disc for BLU-RAY is also possible. The big question is will existing BLU-RAY and HD-DVD players read the new multilayer discs? I would love to see a MPEG-4/AVC or VC-1 movie on BLU-RAY with a constant super high bit rate close to 48 Mbit/s per second for Video and audio during the entire movie length if placed on one or two 200GB discs.
