The vast majority of PS5 discs include firmware updates for the console. The PS5 can play most disc games without ever connecting to the internet.
After it's been updated with a game disc the PS5 can also play Blu-ray, 4K Blu-ray, and DVD. The PS4 required a one time online activation to play Blu-ray and DVD (and couldn't play 4K Blu-ray at all).
