This one tiny part of the only scene I can recall from this movie has been playing in head forever. The detective or police inspector might have been played by Leo McKern, or someone who he quite resembles. And in this and in other scenes, he (McKern??) sternly tells his men to "act" when carrying out his orders.

Any possible early to mid-60s titles coming to mind?
