Different languages, particularly the one the game isn't designed for have been a huge culprit of that issue and particularly for movies you notice it too. Unfortunately whilst it seems there's tech out their to "sync" the lip movements to the language spoken, i don't think it must be cheap or readily available and mostly looking at games these days, it seems Unreal Engine 5 allows flashy looking games but with some very specific flaws.
