Did they even meet up at the end of season 2? The antagonist and protagonist

The whole point of those first two seasons was that they would gradually circle closer and closer to each other until they finally collide. Personally, I thought that approach worked just fine, and it certainly elevated the tension for their ultimate coming together at the end of season two.
The main cause of the show's cancellation was the cost. A huge cast and extensive location shooting, all with a period-specific element, it cost a fortune. HBO later said that they'd have renewed the series if they'd been willing to reduce the budget to $2m/episode (halving it from $4m).
