FAT32 and NTFS are file storage systems. Most thumb drives and external hard drives are formatted in FAT32 (unless specified on the packaging). The Playstation 3 cannot read nor write to a NTFS file system so in order to view/play/copy/delete files to the playstation 3, you must have a FAT32 formatted hard drive/thumb drive.

To check, right click the external hard drive/thumb drive in My Computer and click Properties. It should say there the "File System!"

Additionally, FAT32 file systems cannot store single files larger than 4 GB, NTFS can. Any other questions just hollar!
