The range the sub can be deceiving. Are both ranges measured with the same tolerance? (i.e. how many db drop in output before it's regarded outside it's FR) Either way tho, 28hz is on the light end of low range. However I also question the capacity of a 10 inch sub to hit 18hz with any decent SPL. For a room your size, especially considering you're gonna bleed a lot of the bass away on the other 1/2 of your room, I would heavily consider getting at least a 12", or 2x10" & preferably 2x12's down the line.
Given your price range I would highly suggest looking at a 12 from one of the more established sub makers. I like Definitive Technology but in your price range HSU, SVS or ED would be better options.
