Offer only BLU-RAY, but in the package include a free DVD version. This may force the consumer to go High Def eventually, if they refuse always have the DVD version with the enticement to go BLU.

definitely will not be financially feasible. a good theoretical idea, but this couldn't even be financially feasible if 1/3 the population owned blu rays, and we are no where near that point.
