Yes I believe Warner hold both the UK and USA rights for Blu-ray, which is a good thing.
EDIT: It would seem that there is a strange situation with this film in Germany, but I'm very unclear on it.
It seems that there is/was a conflict between Kinowelt and WB over DVD releases of
The Name of the Rose. Kinowelt released a DVD edition in 2003 also with only German audio, without subtitles, and without extras, and
a German review of the Kinowelt DVD seems to imply that it was blocked by Warner, who subsequently released
a single-disc DVD and
a two-disc special edition DVD in Germany (as well as many other EU territorries) in 2004.
This could explain why Kinowelt's 2010 BD does not include the English track, as they don't seem to have the rights to it. Perhaps they licensed the extras on the BD from WB? At any rate, it would seem that WB would be the ones to release a proper BD with English audio and extras.
EDIT 2: I also see similar domestic releases in
Italy (Digital Storm; 2002) and
France (TF1; 1998) (confirmed forced French subs on English audio) that were summarily replaced by the EU Warner SE DVD set. Since this was a French/German/Italian production these releases (and by extension, the Kinowelt BD) and their audio/forced subtitle options, now make more sense.
