The Netherlands is very English orientated (just like the Scandinavian countries and Finland). Normally we watch movies in its original language. So no dub, but subtitles.
Further specs to be revealed. But most likely it does have the same specs worldwide as it is a Buena Vista/Disney release.
So I EXPECT it has PCM English and English subtitles in this case.
I wouldn't pre-order them yet, because I think it will be released around the same time in the USA. If you really want to pre-order them, you could use these shops:
