How would I know? I'm not the one who made the disc.
One explanation could be that it uses the same master as the one for dvd, and some dvds were zoomboxed, to make the owner of a regular television not miss too much image. However, when you're shooting something open matted, you can just open the image a little bit more. That way, you don't get black bars all around the image, just on the sides.
