No. They wanted to, but the network wouldn't go for it. And correcitn, season 3 is when WB went HD and started letting them broadcast 16:9. They went HD post in season 2 (5 for Buffy)

I have been somewhat confused on things. I read in a previous buffy thread about how they can go back to the original master and reframe it for 16x9. Not sure if that is true. I heard that if it is, that they would only bother for titles that would sell well, especially for shows where they have to redo the fx

Joss has stated many times that he desires Buffy to only be seen 4:3, as they always framed for that. The European 16:9 versions have just dead frame on either side with them bunched up in the middle
