Most movies are shot in a format which is wider than your TV. If the people putting together the DVD decided to leave the image in OAR (original aspect ratio), then you may get those bars on the top and bottom of the screen. Some films can be cropped to fit your screen, and the director OKs this.
You can get rid of them by zooming or stretching the image, but you are going to be distorting the image and the intent of the director.
