To be fair...
I used to order (when I had a PC instead of my Mac) Norton Utilities direct from Norton... as a pre-order upgrade every year... but they started delaying pre-orders. They explained that they wanted to ship to stores first... and if they ran out, they shipped pre-orders later.
That ticked me off and I stopped ordering from them and went back to buying in stores because I could get it quicker. I had argued that pre-orders should be shipped from the initial batch and at the same time they shipped to stores... I didn't think I was owed it early, but certainly not late.
I've had other experiences like that with direct sales from companies... Warner has done this at WBShop too.
So I'm not surprised Best Buy would make the same call... have it in stores first, then deal with pre-orders later.
I agree it is counter to the concept of a pre-order... and since pre-orders should be guaranteed money, I wish they would reverse that way of thinking.
