Modern Times, hands down for me. That ending is the definition of melodrama, and every time I watch it, which would be annually at least, I walk around humming "smile when your heart is breaking..." for a couple of days after. And the parody of industrialization hasn't aged a day since 1936 (speaking as someone who worked summers in a refrigerator-assembly factory as an undergrad).
I'd go
Gold Rush next. Less topical than
Dictator.
