here in Canada Amazon.ca offers prime (the mail portion) but there is no film DL associated with it (or even without it).

What you need to understand is that film distribution rights are locked in by country. So Amazon is paying $$$$ for US rights to the film but that means they are locked in to US distribution. Netflix might exist in the US, UK and Canada (and I think in a few other places) but each one is different with a different film selection depending on what studio they negotiated with and what films they got the distribution rights ( what I mean is that , for example Dredd in the US is Lionsgate, in Canada it is Alliance films and in the UK it is Entertainment in Video, so if Netflix wants it on all three of its places it needs to buy the rights from all three of those studios for each one of them)
That is why things will always be different (be it Amazon or Netflix) across borders.
