No..I think Tarantino would want to reshape the material in his own image, would completely reinvent Bond's history and would try to turn it into an exploitation film, which seems to be his thing lately.
I love many of Tarantino's films, but I don't think Bond is for him.
But I agree that Waltz would make a great Bond villain because his villains are actually quite intelligent and quite likable. Waltz could make a great case for whatever evil he's trying to impose which would make the relationship between him and Bond far more interesting. In Skyfall, there was never any doubt that Bond would not buy into Silva's arguments about why MI-6 was corrupt. But a villain played by Waltz might make Bond think twice about what he's supporting and that could provide something that we haven't seen before.
The next film will have to be different than Skyfall, but do we really want to go back to some crazy guy who wants to dominate/destroy the world? That was never very believable. Hasn't that been played out too many times already?
