I informed the manager that the guy behind me was going to buy 5 copies, he said they will limit them to 3 each. I guess that's better than nothing.

It's good management limited him. Hopefully they will limit him in the future or perhaps ban him from the store.
What I would have done after confirming he's the scalper is whip out my phone and start recording him. A public shaming often helps.
