I think that his duel with Sam Jackson was absolute shit but thats just me and thats coming from one of the biggest fans of the Emperor character.
In terms of new powers, if Palpatine was to return, I harken back to the last words of Yoda, "Do Not Underestimate the Powers of the Emperor". I just want to see him regain his Empire, tear the galaxy a new one and see a new group attempt to bring him down. He is such a masterful character one of cinema's greatest villains and if done right, will add to his legacy of Evil!
If I can't get Palpatine, bring on Darth Plageus.
