From your post - you may have a few problems - First are you using 32 bit versions or 64 bit versions of your OS?
Second: Are you using PowerDVD Ultra? (the ultra makes a big difference - only the ultra addition will play BD). If you are using WinDVD BD (oem version) chunk it and get WinDVD 9 Plus BD make sure you do all of the updates for PDVD 8 ultra or WinDVD 9 Plus BD. You may want to try Total Media Theatre by Arcsoft also.
Third - there have been problems with the 8800 video cards and BD. The 9600,9800,8600,8500, and 8400's play BD without a glitch (you may also look at the new ATI 4850 cards).
